At the root of violence, crime and an unsafe environment is the lack of basic moral and ethical values. When people are not taught what is right and what is wrong (in a way that makes sense and that they can understand), then society becomes a dangerous place to live, work or play for all.

Our social decay is clearly reflected in statistics:

· On average there are 6250 teachers who are threatened daily with injury and 260 actually assaulted by students. Juvenile arrests for murder increased by 85% between 1987 and 1991.As of 1993 juveniles account for 17 percent of all violent-crime arrests. Drug abuse amongst youth, once on the decline, is now on an increase.

· Prison populations are growing at a rate 13 times faster than that of the general population. Since 1980 the nation’s prison population has tripled. The U.S. now has over 2 million people behind bars in state and federal prisons, not including juvenile halls and youth authority complexes.

· 79% of employees admit they will steal from their employer if they think they can get away with it. 13% admit they actually do steal and only 21% say they would never steal.

Meanwhile, spending by all levels of government has risen in the same proportion. We can no longer afford the view that our social problems will lessen or go away if only we throw enough money at them.
